Burning Tyres During Protest Weakens Road Asphalt – Oyo Govt Warns

Oyo State Government has warned against the use of burning of tire and other combustibles during protests on the highways as such weakens the road asphalt and reduce the lifespan of the road.

The Chairman, Oyo State Road Maintenance Agency (OYSROMA), Hon. Kamil Akinlabi who said this at the weekend while briefing journalists at his Eleyele office, added that the society must look inward to change attitudes that are detrimental to its growth and sustenance of public facilities.

“Much as public protest is the right of the people, damaging public properties are not, there are many ways we can protest but burning tyres and other combustible materials on the road is bad, as the asphaltic laying gets weaken and the road gets spoiled.

“Other peaceful and non-destructive means can be used, let us stop burning on the road, not in this period that Governments all over the world are looking for ways to ration funds for public utility, we have to know that,” he said.

He further hinted that the management of the agency would embark on visitation to the zonal offices in the State from Tuesday to see the State of roads and areas that would need intervention.

Akinlabi said the visitation would commence on Tuesday, 25th February, 2020 to Igbo-Ora, the headquarter of Ibarapa zone and Otu, at Itesiwaju Local Government, the headquarter of Oke-Ogun zone.

He added that Wednesday, 26th February, 2020 would  be the turn of Oyo, the headquarter of Oyo zone and the Ogbomoso zone.

He went on to State futher that the visitation would help the agency to have a first hand information and on the spot assessment of facilities in each of the four (4) zones with a view to improving on them.

“The management team of this agency will embark on visitation to our zonal operational offices on Tuesday, 25th February, 2020. The first port of call will be Igbo-Ora, which is the headquarter of Ibarapa zone, then we move to Otu, the headquarter of Oke-Ogun zone.

“Wednesday, 26th February, 2020 we will be going to Oyo, the headquarter of Oyo zone and Ogbomoso, the headquarter of Ogbomoso zone, the essence is to have a first hand information and on the spot assessment of the facilities there, with a view to improving on whatever we meet on ground.”

It would be recalled that Governor Seyi Makinde recently approved the resuscitation of zonal operational offices for the agency in order to extend the operations of the agency to the hinterland.

Oyo To Introduce Identification Cards For Commercial Cyclists

….As Gov orders slash of riders’ daily levy from N200 to N100

The Oyo State Government has disclosed its readiness to introduce an identification system for commercial motorcyclists operating within the state in order to check crimes and the influx of bad elements into the State.

This was as the State Governor, Engineer Seyi Makinde, ordered the immediate reduction of the daily levy to be paid by commercial cyclists from N200 to N100 per day.

The State’s Commissioner for Public Works, Infrastructure and Transport, Prof Raphael Afonja, who made the disclosure while addressing newsmen in Ibadan on Thursday, added that Governor Makinde does not want to add to the burden of the people of the State.

The Commissioner stated that in order to control crimes being associated with motorcyclists and the influx of commercial motorcyclists into Oyo State, the Government will, in due course, issue Riders’ Card to all registered commercial motorcyclists in the State.

He noted that this will enable the Government to differentiate registered commercial motorcyclists from criminal elements, who are using motorcycles to operate.

He said: “We have concluded that, due to what happened in Lagos State, which has led to an influx of people moving from Lagos into Oyo State, there is a need to have Okada Riders’ Card to identify people coming into the State.

“So, in collaboration with the revenue collector for the state and FRSC and the unions, we will start this to gather information on those who are engaging in commercial or private cycling businesses in the state. This is possible through profiling. The security agencies are in need of these pieces of information.”

Afonja explained that the Riders’ Cards would afford the Government the opportunity to have a database of the riders across the State, saying: “So, this registration of motorcyclists through the Riders’ Cards will be a database for us to know who is who; who owns what; who they are, where they live and the rest. We will also add their BVN to know who they really are.

“Recently, you may have heard about snatching of bikes and robberies using motorcycles. That is why we are trying to make sure that all motorcycles in Oyo State are properly registered. We will ensure they do what is needful to make sure they obey the law.

The commissioner added that Governor Makinde ordered the immediate reduction of the daily levy charge on commercial motorcyclists and tricyclists in the State from N200 to N100 to ameliorate the suffering of the riders.

He said: “This press conference is being held in response to the recent pronouncement by the Ministry of Finance and the Oyo State Board of Internal Revenue regarding the State revenue that we have been collecting from tricycles and motorcycle riders in the State.

“From the information that was passed down to us by the Ministry of Finance and BIR, we were told that it was agreed upon that the consultant was to collect 200 Naira as a daily collection from these commercial bikers including tricycles and motorcycles.

“Upon escalating this issue to the Governor, Engineer Seyi Makinde, we found out he was not in support of this increase in the revenue collection from N100 to N200. So, I want to apologise to the unions and other stakeholders who are affected by the increment.

“The Governor has instructed me to pass this information on that his goal is to ensure that people’s money remain in their pockets to take care of their families. So, he has gracefully reduced this fee from N200 to N100.

“He also believes that this change will trickle down to the people who are in the markets and will help people and their families.

“In addition to that, we have met with those in the quarries to include the union people. They are excited, understanding that the fact that the Governor has listening ears. The Governor met with them physically. He understands their cry and he has assured them of his support.”

Professor Afonja added that the revenue collectors would be at every park from tomorrow morning [Friday], urging the commercial motorcyclists and tricyclists to cooperate with them.

“Moving forward, commercial motorcyclists and tricyclists will be paying 100 Naira to a revenue consultant daily and this will commence tomorrow morning (Friday),” he said.

Oyo To Revoke Four Road Contracts Over Poor Performance

…Says Parks Management System Will Plug Holes in IGR

About four contractors that have failed to meet up with performance specifications and time lag in Oyo State will soon have their contracts terminated.

This hint was given on Monday morning by the State Commissioner for Public Works and Infrastructure, Prof. Rapheal Afonja at his office in Ibadan.

Governor Seyi Makinde has recently said the administration was compiling list of non-performing contractors in the State as he lamented the agony being experienced by the people living in the affected areas where road construction works were ongoing.

In his words, Afonja said “we have got complaints across the State about pace and quality of work done by these contractors, His Excellency the Governor also inspects the pace of work during the day and even in the night, I can tell you now that soon, termination notice will soon be given to four non-performing contractors.

“Complaints have come across the State and when we came on board, we had to do a contract review and we realized that the quality of work done by some of these contractors were low, we also realized that most of the agreements have also relapsed and none of them had performance bond in their files, the performance bond is a way to tell a contractor that if you don’t do a good job, you will be penalized.

“So we gave them time, which is the past five months which was to see if they could impress the Government, we gave them our standard, our requirements, some of them have not lived up to it while some have, so with the approval of the Governor, the next step is to issue termination notice to some of them.”

Among the contracts inherited by the present administration and are still ongoing as at time of this report is the dualization of Idi-Ape-Basorun-Akobo-Odogbo Barracks road in Ibadan and dualization of saki township along Oke-Ogun Poly-Ilesha-Ibariba road in Saki.

Others are Eleyele Junction-Akufo-Ido-Eruwa road, reconstruction of Moniya-Iseyin road and Agodi-Gate-Old Ife Road, Adegbayi in Ibadan.

Meanwhile the State Government has said that the introduction of a new Park Management system in the State was aimed to plug holes in the income of the State and not for political reasons.

The Commissioner for Public Works and Infrastructure, Prof Raphael Afonja said this while answering questions from journalists who were at his office after the inauguration of Park Managers for public motor parks in the State on Monday.

The Commissioner asserted that the people of Oyo State were happy that leaks in the State’s income were plugged while individuals appointed would work with trusted consultancy firm to generate income for the State, using technology to monitor activities and accountability of all players while all funds generated would go into the State coffers.

Oyo Govt. Set To Rehabilitate Ajakanga Dumpsite

Oyo State Government has reiterated its commitment to rehabilitate the Ajakanga dumpsite, following an inferno that gutted the dumpsite.

This disclosure was made known by the Commissioner for the Ministry of Environment and Natural Resources, Rt. Hon. Keyinde Ayoola recently.

The Commissioner, who in the company of his counterpart from the Ministry of Public Works and Transport, Prof. Raphael Afonja paid a visit to the Ajakanga dumpsite, noted that it is not unusual to experience fire outbreaks at dumpsites during the dry season due to the self- ignition.

Ayoola further said, such inferno is often produced from the vast deposit of gas generated by microbial activity, arising from the organic component of wastes deposited on dumpsite.

He said, “for this reason, we encourage residents to desist from encroaching dumpsite areas. Apart from causing environmental threats, it could also destroy lives and properties through the wide spread of the combusting fire raging from the site”.

“Unfortunately, we lost a waste truck, but then, the plans that we have now is the rehabilitation of this dump site including the three others”, he added.

Meanwhile, the Hon. Commissioner for Public Works and Transport, Prof. Raphael Afonja added that the rehabilitation would start immediately in preparation for the raining season.

He added that the construction of roads is part of the rehabilitation and that proper designs would be made to create pathways for the trucks entering the site.

The duo was on an inspection visit to appraise the extent of inferno on the Ajakanga dumpsite, which gutted fire last-week Wednesday’s midnight.

Oyo State is managing four dumpsites namely Ajakanga, Awotan, Aba-eku and Lapite.

Why We Appointed Park Managers, By Oyo

Oyo State Government on Monday said the newly introduced Park Management System was to increase the Internally Generated Revenue (IGR).
It denied the new structure was not in any way a lift on the existing proscription on the activities of the National Union of Road Transport Workers (NURTW).
The Government said the new effort will bring a fresh face to parks and garages management and administration in the State.
The Government made the clarification while inaugurating the park managers across the 33 Local Government Areas of the State and two Disciplinary Committees for motorists and tipper operators.
The event at the Conference Room, Ministry of Public Works and Transport was attended by Commissioners Bayo Lawal (Special Duties), Prof Rapheal Afonja (Public Works and Transport) and Dr Wasiu Olatunbosun (Information, Culture and Tourism) among others.
While a former factional leader of the NURTW, Mr Mukaila Lamidi (fondly referred to as Auxiliary) was inaugurated as the Chairman of the State Motor Parks Disciplinary Committee, Mr Adewale Yekeen was inaugurated as the Chairman of the Tipper/Lorry Drivers Disciplinary committee.
Afonja charged the new managers to be disciplined and ensure peace at the various motor parks and garages while also ensuring free flow of traffic.
He said: “This instruction was given by the Governor. It is a new park management system that we are implementing.
“We are trying this to make sure we bring in a better structure into our motor parks and garages.
“Soon, other things like infrastructure will fall in place. So, for the main time, these people have been assigned to take charge of the parks on behalf of the State.
“This is not a union system as they are basically employed by the State Government. One of the things the Governor is doing is to ensure that leakages are blocked and there is an increase in the revenue of the State.
‘’We cannot continue to mortgage our future by borrowing every day to construct or develop our infrastructure.
‘’So, that is why we have this management system in place; to coordinate on behalf of the Government.’’
He added: “Another reason why the Governor is doing this is to avoid violence among the union people because people feel insecure in the State.
“If there is anyone who, in some way, wants to threaten the peace of the State, such person will face the wrath of the law.
“We are asking the park managers and the committees to make sure that there is no traffic congestion in our State.
“They should coordinate people and make sure that the revenue, which the State is entitled to, get into the State coffers.
“These are the things this Government is saddled with the park managers and disciplinary committee for the State.”
Auxillary thanked the Governor for the opportunity to serve, assuring that the initiative will rewrite motor vehicles control and administration in the State.
He also confirmed that the new assignment had nothing to do with NURTW operations, which has been banned in the State.
An initial fear enveloped areas like Iwo road, Ojoo, Challenge and others when after the inauguration, Lamidi led hundreds of his supporters to various parks and garages across the state.
Heavy security presence from combined team of police and State anti-crime patrol were however on hand to stem any form of violence.

Oodua Group Commends Makinde Over Road Maintenance

The management of Western Hotels Ltd, a subsidiary of Odua Group of Companies has commended Governor Seyi Makinde for his promptness in the rehabilitation of the internal road network of the hotel and major roads within the Ibadan metropolis, which has made vehicular and people’s movement less stressful.

The commendation was made in Ibadan by the Managing Director/ CEO of the hotel, Mr Abimbola Alagbe during a courtesy visit to the Chairman, Oyo State Road Maintenance Agency, OYSROMA, Hon. Kamil Akinlabi Mudashiru, in his office over the weekend.

Also present during the visit was the State Commissioner for Information, Culture and Tourism, Dr. Wasiu Olatunbosun and other Government officials.

According to him, the gesture of the State Government to rehabilitate the internal road network of the Premier Hotel was notable and historical as such repair work was done about 30 years ago.

“I make bold to say that our passionate appeal for assistance on the resurfacing of our hotel internal road network to His Excellency Gov. Seyi Makinde was given prompt approval and attention, this is a major rehabilitation in the last 30 years.

“The present administration in Oyo State, led by Governor Seyi Makinde has given Governance a human face, I can assure you and the whole world that the quality of the work done was unprecedented, we noticed same in the metropolis as many areas that were difficult to ply by motorists are now free, due to recent repair works by the Government agency.

“We are grateful to the Government for the quality and standard in which the work was done. Within 5 days, the work was completed, we commend the level of professionalism that was put in place during the rehabilitation of the road network.”

In his remarks, the Chairman OYSROMA, Hon. Kamil Akinlabi Mudashiru, noted that the assistance of the Government, through the agency, was to fulfil its promise of improving the Internally Generated Revenue, IGR of the Premier Hotel and the State at large.

“Governor Seyi Makinde made a promise to improve the Internally Generated Revenue IGR of the State, hence the rehabilitation of the Premier Hotel road network would Improve their patronage and by extension that of the State, there was also a recent approval from the Governor for our agency to reopen our offices at the local communities to replicate the work we are doing in the metropolis, it shows this administration is for the people.”

In his contribution, the Honorable Commissioner for Information, Culture and Tourism, Dr. Wasiu Olatunbosun, stated that the State Government would continue to deliver dividends of democracy to the citizenry through the provision of basic amenities within the nooks and crannies of the State.

“The present administration in the State led by Governor Seyi Makinde will continue to deliver dividends of democracy to the people through the provision of good roads, quality education, free qualitative health care, security of lives and property across the nooks and crannies of the State”.
